EBS (Emergency Bunker Surcharge)

EBS (Emergency Bunker Surcharge) is a charge that carriers implement when the
fuel or bunker costs rise so high they start to take away from the carriers profit.
The EBS is charged on top of the BAF (Bunker Adjustment Factor) once fuel
prices get so high that carriers begin to lose profits.
